New systems have a way of making old requirements feel confusing again.
That’s been the case since FMCSA rolled out Motus, its new USDOT Registration System. Carriers who are already sorting through Login.gov email mismatches, identity verification steps, and trouble claiming their USDOT number have started wondering whether Motus also changes the Unified Carrier Registration (UCR) process.
And while it doesn’t (at least directly), the question is still worth asking. Since its May launch, Motus has become an important part of how carriers manage the USDOT records that sit behind a lot of compliance tasks. UCR is handled separately, but with Motus now tied to so many FMCSA registration actions, it’s important to understand where the two processes connect—and where they don’t.
What Motus Actually Handles
Motus is FMCSA’s new USDOT registration system, and carriers must use it for many of the actions tied to their USDOT record, including:
- Applying for a USDOT number
- Applying for operating authority
- Filing a biennial update
- Updating company information
- Managing other registration-related changes
You’ll notice the annual UCR requirement isn’t on that list.
That’s because Motus is FMCSA’s registration system, not the place where every transportation compliance filing now lives. Just like UCR was handled through a separate process before Motus, it’s handled separately now.
Is UCR Affected by Motus?
Although carriers still complete their annual UCR registration through the UCR system, there is a connection happening behind the scenes. UCR draws USDOT information directly from Motus, and UCR’s own site has acknowledged that this data hasn’t always flowed consistently.
So while you may not file UCR in Motus, if the USDOT information feeding into the UCR system is delayed, outdated, or tied to the wrong record, the UCR process can get messy.
What Is UCR and When Is It Due?
UCR, or Unified Carrier Registration, is an annual registration requirement that applies to many interstate motor carriers, private motor carriers, brokers, freight forwarders, and leasing companies. It’s separate from a USDOT number or operating authority, but it’s still part of staying compliant when you operate in interstate commerce.
The purpose of UCR is to help fund state motor carrier safety and enforcement programs. Instead of registering separately in every state where they operate, covered businesses register once each year through the UCR system and pay the required fee.
UCR registration is due annually before the start of the registration year. For the 2027 registration year, the filing period is expected to open on October 1, 2026, with registration due by December 31, 2026. Enforcement generally begins January 1, which means carriers that wait until the last minute may have very little room to fix issues if something doesn’t match or is processed incorrectly.
Get Motus and UCR Off Your Plate
Motus and UCR are separate processes, but they both depend on the same basic thing: a clean, accurate USDOT record.
That’s where problems can start. If a carrier hasn’t claimed the right USDOT number in Motus, has outdated company information on file, or accidentally created a duplicate USDOT number, those issues can carry over into other compliance tasks.
