Motus Is Here: FMCSA’s Long-Awaited Registration Overhaul Is Finally Rolling Out

If you’ve spent any time wrestling with the FMCSA Portal, you know “user-friendly” isn’t exactly how most people would describe it.

After years of clunky legacy platforms, paper forms, and juggling multiple logins, the trucking industry is finally getting the registration upgrade it deserves. FMCSA’s new system—called Motus—became available in December 2025 to service providers such as BOC-3 filers and insurance companies. It will open to all carriers, brokers, and freight forwarders in 2026.

A Long Time Coming

The FMCSA has been working toward a unified registration system since the passage of MAP-21 (the Moving Ahead for Progress in the 21st Century Act) in 2012. That law required FMCSA to create a single, streamlined registration system to replace the patchwork of forms and portals carriers had been dealing with for years. The Unified Registration System launched with this goal in mind, but the full vision—a truly consolidated, modern platform—was never fully realized. Carriers still found themselves navigating multiple systems, re-entering the same information, and waiting weeks for paper submissions to process.

Motus (Latin for “movement”) is FMCSA’s attempt to finish what URS started, and to finally deliver a single, easy-to-use system for transportation professionals.

What’s Changing

FMCSA is promising a simpler, more streamlined experience. Here’s what that looks like:

  • One system for everything. No more juggling multiple portals. USDOT number applications, biennial updates, and other filings all live in a single dashboard.
  • Mobile-friendly access. Unlike the current system, Motus works on tablets and smartphones. You can view and update registration information on the go.
  • Real-time validation. Smart logic catches errors as you enter information, reducing the chances of a form being rejected weeks later.
  • Stronger fraud prevention. Motus requires Login.gov authentication and includes identity verification along with business address validation.
  • Automated notifications. The system alerts you when updates are required. You can also opt in to receive registration notices electronically.

All of these features will be available when Motus opens to all users in 2026.

What’s NOT Changing (At Least Not Yet)

When FMCSA first announced its registration modernization plans, several proposed changes raised concerns across the industry—particularly the potential elimination of MC numbers, new Safety Registration requirements, and changes to BOC-3 filing processes.

In response to stakeholder feedback, FMCSA confirmed that none of these changes will take effect when Motus launches. Specifically, the initial rollout will NOT include:

  • Safety Registration requirements
  • Elimination of MC, FF, or MX docket numbers
  • Changes to the BOC-3 filing process

These proposals aren’t entirely off the table. They’re still under consideration and will go through formal rulemaking with public comment periods before anything moves forward. For now, existing MC numbers remain valid, and your USDOT number stays the same.

How to Prepare

Nothing changes immediately for motor carriers. Until Motus opens fully this year, you’ll keep using the existing systems. That said, a little preparation now can save you headaches later:

  • Create a Login.gov account if you don’t have one. You’ll need it to access Motus.
  • Verify your current registration info, especially addresses and contact details.
  • Think about account access. Motus uses role-based permissions, so decide who should be your primary account holder and who should be secondary users.
  • Build in extra time for registration tasks during the early rollout.
